Dowd was a three-year letterman in football, basketball, and track. He was captain of the football team in 1942, his senior year.

One of Wabash's all-time great fullbacks, he was also an outstanding player on the Wabash basketball team under coach Dale Davis that won 15 games in 1942 to capture the Indiana small college championship.

Dowd served in the US Marine Corps during World War II. He was elected circuit court judge for Parke County beginning in 1969 until his retirement in 1992
